Playing a vital role in driving the city’s opening up and reform, and attracting foreign capital, technology and managerial expertise, they serve as an important platform for the city’s industrial restructuring and involvement in the Belt and Road development, as well as industrial collaboration with other countries and regions.
Sino-France Eco-Quarter in Chengdu
Overview
The Sino-France Eco-Quarter in Chengdu is a platform co-established by the Chinese and French governments for the joint venture partnerships between Chinese companies and organizations and their French counterparts. Sitting on the north of the Chengdu Economic and Technological Development Zone, it occupies a planned area of 22.3 square kilometers and has a planned population of 200,000. It highlights green growth and sustainable development, and prioritizes smart manufacturing. To focus on the synergy between France's Industry of the Future initiative and Made in China 2025 strategy, it is committed to furthering the partnership between China and France as well as other European countries in industry, technology, scientific research, culture, business and trade, as well as the services sector, etc.
Major events
According to an MoU signed on March 26, 2014 between the two countries with the witness of both Chinese president Xi Jinping and his then French counterpart François Hollande, a Sino-France eco-quarter will be built in the Chengdu Economic and Technological Development Zone.
In September 2016, the Dongfeng Peugeot Citroen Automobile Co., Ltd. in Chengdu went into operation.
In April 2017, the Sino-France Eco-Quarter in Chengdu was inaugurated, with the witness of a special envoy of the then French prime minister.
Main industries
New energy vehicles, energy conservation and environmental protection, advanced materials, designing and consultancy, and R&D of cultural and creative sectors, etc.
Achievements
In 2016, the Sino-France Eco-Quarter in Chengdu realized an industrial investment of nearly RMB6.37 billion, the first phase of the Dongfeng Peugeot Citroen Automobile Co., Ltd, with a total investment of over RMB10 billion, got operational, and 5 other important projects including Suez Environment's distributed energy project and a Sino-France energy management big data center were determined to locate in the quarter.
China-Germany platform for cooperation in innovation-driven industries
Overview
As a state-level project of international cooperation, the platform is dedicated to the synergy of the Made in China 2025 strategy and Germany's Industry 4.0 campaign. According to relevant plan, it takes up 117.8 square kilometers for a core zone (22 sq.km) in the Chengdu Tianfu New Area, a pilot park for industrial innovation and upgrading (7 sq.km.) in the Chengdu Hi-tech Zone, an industrial park focusing on the auto sector (58.8 sq.km.) in the Chengdu Economic & Technological Development Zone, and a park for SMEs (30 sq.km.) in Pujiang County.
Major events
In October 2015, during German Chancellor Angela Merkel's official visit to Beijing, Chinese Premier Li Keqiang proposed to establish a Sino-German platform for industrial cooperation between the two countries, and received a positive response from Ms. Merkel.
In March 2016, the promotion center for the platform was set up.
In November 2016, the core zone of the platform was inaugurated in the Chengdu Science City.

Hi-tech innovation, medicine & healthcare, smart manufacturing, international trade and commerce, headquarters economy, international green community, exhibitions, conferences and events industry, and industrial investment fund, etc.
Achievements
In November 2016, 6 German companies signed agreements, totally valued at RMB4 billion, with the Chengdu management committee of the Tianfu New Area and Chengdu Tianfu New Area Investment Group Co., Ltd., respectively. Among the projects involved, a RMB5 billion Sino-German industry fund for innovation and entrepreneurship was established.
Sino-Italy cultural and innovative industry park
Overview
The park focuses on the Sino-Italian partnership in the areas involving culture, hi-tech innovation, environmental protection, public health services, sustainable development, agriculture, as well as aviation and aerospace. Strong support is offered to Italian companies to engage in the planning, construction and development of the park, which functions as a green complex for life, work and public services.
Major events
In August 2017, Chengdu concluded an agreement with Italy on the establishment of the Sino-Italy cultural and innovative industry park.
Main industries
Tourism, fashion, convention and exhibition, sports event, urban agriculture, education, and hi-tech innovation.
Progress
The park is now under construction.
Sino-ROK Innovation and Startup Park
Overview
The Sino-ROK Innovation and Startup Park was co-launched by the Chinese and South Korean governments, with the support of the CDHT and ROK's Centers for Creative Economy & Innovation. Located at the Jingrong Start-up Hub inside the Chengdu Hi-tech Zone, the 256,000 sq.m. park is aimed to provide a green and sustainable space for entrepreneurs from China and South Korea to live, work, and do business.
Major events
In October 2015, during Chinese Premier Li Keqiang's official visit to the Republic of Korea (ROK), China and ROK came to an agreement to co-establish a China-ROK innovation and entrepreneurship park in Chengdu.
In April 2016, the park and Korea Investment Partners Co., Ltd., the largest venture capital institution in South Korea, were located at the Jingrong Start-up Hub, Chengdu Hi-tech Zone.
In June 2016, during the first Sino-South Korea youth innovation and entrepreneurship competition held in the city, 3 South Korean companies announced to locate their representative offices at the Sino-ROK Innovation and Startup Park.

Achievements
In April 2016, the Korea Investment Partners Co., Ltd. opened a representative office at the Sino-ROK Innovation and Startup Park. As of February 2018, 43 South Korea-funded projects have been introduced into the park.
Singapore-Sichuan Hi-Tech Innovation Park
Overview
The Singapore-Sichuan Hi-Tech Innovation Park (SSCIP) is the first-ever, iconic integrated urban development project co-invested by Singapore and China's Sichuan Province. Located in the south park of the Chengdu Hi-Tech Zone with a planned area of about 10.34 square kilometers, SSCIP is a flagship project in the state-level Tianfu New Area. It is positioned to be a modern new town to serve innovation-driven enterprises, seamlessly integrating industry, ecology and culture elements.
Major events
In September 2010, the Sichuan Provincial Government reached an agreement with the Singaporean government on the mutual cooperation in the Singapore-Sichuan Hi-Tech Innovation Park.
In September 2011, the Singapore-Sichuan Hi-Tech Innovation Park project was launched in Chengdu.
In May 2012, the Singapore-Sichuan Hi-Tech Innovation Park started construction, and is scheduled to be complete in 2020.

New-generation information technology, bio-tech, high-end equipment manufacturing, energy conservation and environmental protection, finance, and commercial services, etc.
Achievements
In 2017, in and around the park, all arterial roads were open to traffic, five of the planned 22 public schools started construction, the west part of the central park was open to the public, and a wetland park was preliminarily completed. Currently, the construction of 24 projects involving public utilities and infrastructure are in full swing, and the east part of the central park will be open later this year.
